Penalty means a sanctioned consequence applied to a submission or to standing in a race without full Disqualification, where the facts support a measured response—examples might include partial nullification, score adjustment, or temporary restrictions as defined in internal policy for the league.
Disclosure and record. URX does not run a public penalty bulletin naming athletes for the community. Sanctions are tracked on the account side for staff use; that history shapes later enforcement when patterns or severity warrant it—including suspension, access revocation, or Disqualification—per league policy.
Principle: penalties sit between proportionate correction for mid-tier breaches and the hardest outcome (DQ).

Rule violations
Rule violations are serious integrity or policy breaches—not mechanic-only publication blocks or honest freshness mistakes handled in verification.
Disqualification (DQ)
Disqualification is reserved for serious integrity failures—not for mechanic mismatches or routine verification declines.
