I already log runs on Strava — why enter a URX race?

Strava is a GPS training log. URX is a competitive virtual running league: you enter an official race, run your own course, and publish a verified activity so the result counts toward standings and medals.

Do I need a stadium or a city start line?

No. URX races are virtual: you run anywhere during the race window. There is no stadium or city start-line requirement.
